Dear YB Chow,
Congratulations to you on your 100 days in office.
Further to my email to you on 23/3/2008 on complaints of illegal jaga kereta posted in penangwatch.net.
Yesterday (26.06.2008), The Star reported that the Perak Pakatan Rakyat Government has came down hard on illegal car park attendants who have been a bane to the people of Ipoh.
http://thestar.com.my/metro/story.asp?file=/2008/6/26/north/21635532&sec...
In Penang, the illegal car park attendants also have been a bane to the people and also to the tourists visiting Penang. The illegal car park attendants are aggressive and have resorted to scratching parked vehicles and puncturing tyres if the owners did not pay up. This has resulted us feeling unsafe on the streets. Apart from this, the parking fee (ranging from RM3 to RM5) charged by them has increased our cost of living unnecessary.
This is a problem that has been going on for a long time. Numerous complaints have been lodged via penangwatch.net but no action has been taken thus far. It has worsen and becoming intolerable.
Apart from lodging my own complaint with regard to illegal jaga kereta problem in penangwatch.net sometime ago, I brought this matter up to one of Penang appointed municipal councillors last month. I was being told by the councillor that this illegal jaga kereta matter comes under the jurisdiction of the Polis Diraja Malaysia and nothing much could the municipal council do.
If the Pakatan Rakyat Government in Perak could do what has been reported in the The Star, I am sure the Pakatan Rakyat Government in Penang who has PROMISED to be a PENANGITES' Government could do something to rectify the Illegal Jaga Kereta problem.
Thumb up to the Pakatan Rakyat Government in Perak!!
Thank you.
Best regards,
Kelvin Tang

Dear YB Chow,
Copied and pasted the following from http://penangwatch.net/node/2080. This seems to happen everywhere in Penang. This has been long haunting Penangites and tourists visiting Penang. Many similar complaints have been posted on www.penangwatch.net/complaints.
Thank you for your valuable time reading this.

My fellow Penangnites,
I'm pissed of how we manage to tolerate freaking "PIRATES" hanging out at our car parks. I still remember the time where we can park after 9p.m. for FREE. YEAH FREE.!!! Are you surprise.? I have to pay to "pirates" like freaking RM3 at GURNEY in front of McD one saturday night after 10p.m. GOSH...and guess what he even has the MPPP ticket with him!!! Sure i have to pay cause i dont want to pay for a paint job later. There is always fear, yeah call me coward for not standing up against them but how can i do that with my love ones around me, put them or myself into harms way or pay the RM3 which the "pirates" dont deserve to have. I'm pretty sure i'm not the only one that have to face this, and guess what its GETTING WORSE. This "pirates" from being nocturnal damn creatures they have evolve and now comes out in BROAD daylight to pounce and suck the blood from our kind, cheerful and happy penangnites. The "pirates" indeed have high reproductive capabilities poping out like gremlins and now they are everywhere always sucking, always lurking always hungry. And you thought that weird fake mutated palms are bad enough, this is worse.
What are the benefits from these "pirates", one got to ask a question. I only have 2 things in my mind everytime this "pirates" comes forward which is am i BRIBING them to go away or am i bribing them to be more docile. WHY SHOULD WE PAY THEM IN THE FIRST PLACE, they are strong, obviously clever since they are cunning enough to do this, also very young. FOR ME its because they can get money the EASY WAY and WE ARE ENCOURAGING IT. Gosh i dont even know when this started i guess 15 years ago. I call this "Extortion" (thanks Oxford dictionary). Why nothing has improved. IS this actually being discussed in our society/government/councils. Are we willing to give our HARD EARNED money to them who just hawk around harressing happy penangnites from enjoying their weekend night out ? When are they going to stop asking for more. GOSH maybe Rukun Tetangga can help us out (yeah i know they cease to function anymore i'm just desperate for somebody to address this issues)
Imagine this, one night you are going out with your family and want to have dinner at some place. You parked your car at a proper parking area and suddenly some "pirate" comes out and ask you for RM5 this time. What you going to do. Argue ? Fight ? Go off somewhere else so that some other place cause pirates there ask for less instead or choose Dont bother going out at all. THIS IS UNACCEPTABLE and yes i will blame the government for failing to address this issue in the first place and also NOT CLEANING UP OUR STREETS from this DIRT !!! Where is MAJALAH TIGA when you need them to interview this pirates. GOSH PENANG ARE WE GOING TO LET THIS CONTINUE ?!?!

Yeah, it happens all the
Yeah, it happens all the time to me, too. Each time I refuse to pay, I have to keep watching my car from a distance with no peace of mind. And it's almost always Indians who does this 'jaga kereta' stuff. Obvious places where they hang out are Gurney Hotel, Upper Penang Road. They have a few of them with one extra big guy confronting you if you refuse to pay.
Solution to this problem? Have police hang out there, too. If you notice, Penang has no policemen in the streets. Almost all of them are in the police stations hanging out. Street cops are a rare sight in Penang! Don't even ask the Penang Chief of Police about this situation. He'll have his excuses, for sure, and defend his little lazy and corrupted men. He'll say they're all in the Police Station doing administrative work. I wonder how much work there is to do there if they aren't catching any crimes to write about. Or maybe they're busy making police escorts for every shithead who thinks they deserve VIP treatment.
Penang police has been rotting away year after year. I shuttle between Hong Kong and Penang many times a year. In Hong Kong, every street corner has a policeman. In crowded areas, even more. In Penang, zilch!
Maybe that's why we're building the PORR and Monorail. Cos the streets are jammed with rampant parking everywhere which slows down traffic. If there weren't illegal parking, traffic would be smooth and we'd never need PORR or Monorail. Then we can use the money for something better, like paying medical bills for the poor.
If the police did their jobs as they were paid to, we'd never have to spend billions on crap projects to enrich the corrupted politicians. Police personnel do take an oath to uphold the law and protect the citizens. Well, that's out the window! And don't even get me started on the Anti Corruption Agency who may be as corrupted as the people they investigate.

I was back to Penang for holiday recently. I was sad and disappointed to see the worsening illegal jaga kereta issue in Penang. I feel that it has worsen a lot compared to 2 years ago when I was back for holiday. It is indeed an eyesore to all the tourists visiting Penang. The illegal charges imposed are unreasonable and burden to all Penangites, taking into consideration the imbalance between the earning power of Penangites (or rather Malaysians as a whole) and the high cost of living. Wondering, what has the government done so far to rectify this issue. With the above and other issues presently faced by my fellow Penangites, opined that it is high time to VOTE FOR A CHANGE.
