Where does the water come

Where does the water come from? It should be drilled from Pearl Hill everytime heavy rain.
There are too many housing on that area. The only way to solve is to built a deep, large drain (small stream) to re-direct water flow out from housing area. It required huge amount of budget of construction to resolve.
The root cause is housing development on the hill caused the problem without proper design of drain and water flow.
You need to raise the issue to your MP on that area since last government is not aware of or not taking care of this issue.
