Illegal racers in the middle of the night

This has been going on for few months already and only God knows when they will stop or move to other destination. At first, there was a police patrol car patrolling the area upon receiving complains from the residence and the illegal racers will leave the premises but then when this activity is an on going basics during every weekends, police patrol car is no longer be seen. Yes you read me..ON GOING basis and NO Police Patrol CAR!
Me and my neighbours tried numerous time calling to the police station in hoping that something could be done but all they (police) can said was "there was another caller to complain just now" but nothing happened..we did not find any police personnel coming over to catch these maniacs at all.
Lately, we found out that these racers are gathering at this area for a mere of 15 minutes and will leave in groups by 2 am because they were afraid that the police will be arriving soon. All of us finding this situation is unbearable anymore and since calling up to the police station is not working at all, i am therefore writing here wishing to attract the attention of the police personnel (I HOPE SO) to help solve this problem.

They are gathered for "some years" especially weekend midnight. They are driving around half of Penang island from east to north. They are many in Prai area too.
They are the "King" of the road at weekend night. They called "Mat Rempit".
Unfortunately, police is missing at midnight. No one can touch them at the moment, even police, politician or lawmaker.

On April 2009, Malaysia's Inspector-General of Police Tan Sri Musa Hassan said that the Mat Rempit had become violent and brazen instead of just being a public nuisance. He said “We have to come down hard on the Mat Rempit who have started to become involved in robberies, snatch thefts and are even attacking innocent road users." He also added that "Parents must be more responsible and should not allow their underage children to drive cars or ride motorcycles"
