`Seedless' durian?

My friend told me this fresh from over joke from Penang:

In Penang the craze over durians-the king of fruits is reflected by its annual durian competition. This year the durian which won the chapionship was named after a YB (name withheld here so we won't get sued) -and its winning feature is that it is a new variety of seedless durians! In Penang Hokkien this is a fruit/YB with no `hoot'/balls!

Guess who the YB is. The YBs all like to know who the person is-and meanwhile the new variety of durian is bound to bring international fame to Penang-and lead a agriculture-led recoverty for Penang!
