Penang's WIFI initiative attracts protest

Penang state government's initiative to introduce WIFI to all areas in Penang has attracted some residents' protest over health concern of the WIFI's transmissions. The protestors based their case on the argument that the health impact of WIFI parallel that of handphone -where the transmission towers had become a cause of protest over the last decade. The issue was only resolved for the moment when the Council finally decided to implement its guidelines on setting up those transmission towers -which need to be of a certain distance from residential units. So can this be similarly done for the WIFI roll-out?

Penang Watch called Liew Chin Tong -the State Government's strategic advisor, to suggest that the WIFI be installed in shops which apply for them, and to do it in such a way that anyone can find a free WIFI hot spot within 50 ft in any part of the city areas. He was strongly against the suggestion because he believe that the health impact from WIFI transmission is much smaller than Telco transmission towers-which could be true, and that their plan is to mimic Korea's city-wide roll-out of WIFI facility to give a much needed boost to the internet usage locally. Already Ipoh had done that through the installation of hundreds of hot spots in Ipoh city.

He said that the WIFI units would be installed on Council owned lamp post all over the city. He also based his objection to Penang Watch's suggestion on the administration costs invovled to process applications from shops to install the WIFI units in the business premises. But there is no problems for Council to process applications to locate the Telco transmission towers-though admittedly they are fewer in number.

Liew insist that there is no prove of any health impact from these WIFI transmissions. However it is difficult to prove either way yet. The scientific/ medical opinions is still undecided simply because there has not been enough research to find out if such transmission (eg compared to TV and radio's) can indeed increase say, brain cancer as suggested by some news reports. Under such condition there is a case for residents to choose to stay away from such transmission if they want to-and their preference should be respected.

So perhaps installing these WIFI in business premises which have a demand for it would have save the situation for all sides. As it is there are probably already over 10 000+ WIFI units installed in George Town-even in offices of those who protest the WIFI roll-out! Over the last few years WIFI hot spots has even lost its initial novelty as many locations are offering free WIFI as compared to the customers-only WIFI access offered by the pioneering shops.

As a matter of fact one would have little problems to access internet through some neighbouring shops in most part of George Town currently if there are no security restrictions on these WIFI transmitters. Giving financial incentives for these WIFI transmitter to do away with such security restriction would have done the same tricks as adding more WIFI transmitters around town. But this may not be possible since many companies would rather keep access to their WIFI facilities to themselves only.

So adding hundreds more WIFI units in town may not add much to it. But the state government which seems to be rushing to prove its delivery, have no time to consider such options which serves to satisfy concerns and interests from all sides. So let's see if haste make speed when there are residents who start to protest against being bathed in the `WIFI mist' in town!

The plan -if wisely implemented would have saved Penangites loads of internet subscription and modem expenses, besides improving access to the internet for those who are in the lower income groups-assuming that they are in a position to buy a computer at min Rm1000.00/unit. Telekom would be the big time loser if this WIFI plan succeed. But the effect would not be so quick to show as most internet subscribers have to commit themselves to min 1-year subscrption through Telekom or other service providers.

I tend to believe WIFI is

I tend to believe WIFI is not as damaging as telcom towers, but do have questions. Here are things on both sides of the argument to consider:

NOT AGAINST WIFI:

1. Telcom tower (base station) is a highly concentrated emission point to serve a radius of a km or more; it has to be very powerful near the center.

WIFI transmission point serves a much smaller radius of a few tens of or hundreds of meters. The transmission power (wattage) difference is very large; WIFI is much weaker.

2. A cell phone has to transmit km or more to reach the telcom tower, hence more powerful in wattage, and it is easier for it to damage the body. Cellphone is also often held near the brain and the delicate inner ear. WIFI is much less powerful because it transmit through less distance. It is also placed at an arms length from body (as long as it is not really on your lap!).

3. The more WIFI hotspots are installed, the smaller the cells and the distance WIFI needs to be transmitted, hence the signals can be weaker.

4. The more available are the public-type WIFI hotspot, then the less need there is for heavily overlapping private-type transmission cells.

5. We don't even know what specific technology or configuration is being used by Penang yet. Different setup may have very different characteristics.

6. We are already bombarded by natural and man made radio frequencies, without clear side effects: AM/FM radio, TV RF, cellphone, satellite signals, high/medium/low voltage electricity transmission line, neighbourhood transformers, cosmos radiation (higher frequency filtered out already by the atmosphere. Even meteors give out weak RF.), and not to forget wide-spectrum frequency from light bulbs, our buzzing fluorescent bulbs, electrical equipment, in-wall wire right next to our beds and chairs, massage machine, exercise equipment, TV screen, car engines, and computer monitors. Many of these have low frequency, weak, and non-directional RF. But some are very close to us on long-term basis.

7. WIFI transmission points are on lamp post, a small distance away from residential houses. For RF, light, and radiation, every time distance is doubled, strength weakens to 1/4. Everytime distance is tripled, strength is 1/9. (1/ distance-ratio squared).

AGAINST WIFI:

8. Telcom towers' badly-regulated installation on residential houses have left a bad taste and distrust.

9. Penang government in too much rush, why not in stages, or selectively.

10. Although the wattage is small, it will cover all areas. Places far away from telcom tower is not free of WIFI. Babies get an "even bake" in every corner of Penang.

11. People and babies have no liberty to escape from WIFI at all. They will live through this their whole lives.

12. There are some foreign doctors, especially EU and Germany, who publicly expressed their worries as groups.

It defies logic when there are parties who would protest at anything that is given away free. The only explanation is that these protest groups are being sponsored by interest groups that stand to loose if the service is given away free or the program becomes a success. Namely, telephone companies that are charging customers for this service and opposition political parties that want to filibuster whatever the present administration plan to implement for the state. One need to ask if any individual of these protest groups themselves use mobile phones. Mobile phones are held closer to the head and have to transmit further distances than WiFi devices do. Wifi is only effective 30m indoors and 90m outdoors. If these protest groups are concerned about being bombarded by radio waves then, they should not live or work in the cities because just about every public area including inside shopping malls are installed radio transmitters. It is better for them to live in the farm and not bother city folks.
