Penang Watch

The Saturday meeting is given a sense of uncetainty when I consulted some residents who wrote/phone in to Penang Watch about the unreasonable cleaning charges: apparently some of them are into `doing things' quietly -with a reason that they want to stop developer-related residents to get in. My reply to that was : there are usually not so many developer-related people around -you can tell them if they start to speak for the developer and not for teh residents/owners. Since there will be more residents without developer connections there is little to fear them.

But still some mentioned that the thugs related to the developer may go after them. My reply to them is simply that the thugs would have better chance if the owners are facing them individually. If they are organised -with the laws and law-enforcers on their side -there is little to fear these law-breakers !

But it is too early to tell if there will be residents interested to form the Residents Association (RA) in the first place. If in the event that nobody want the meeting to go ahead the notice for the meeting would be taken down from this web site.

However I did mention to the residents that in case they want to form the RA they can't do it secretly because all residnets -including those with links to developers, are entitled to join the RA. So they need to put up open notice to call the meeting to set up the RA. If this is not done the RA's credibility and legality can be called into question later by oterhs excluded.

Anyway it is up to the residents to decide. Penang Watch is only offering our experience in dealing with the issues of high rises -which invariably neccesitate the setting up of RA. But this is precisely the challenge since most residents hope their neighbours will do everuthing for them. But wht if everyone think the same ...?

The laws had been changed to make it mandatory for the joined management committee to be formed -between the developer and the residents-presumably under a registered RA. But if the residents lack the will -and hope to `depend' on `others' then the problems facing them would continue. If you don't want to help yourself then no one can and will.

Final note : there is also a point brought up that only a few residents read this web site -despite a lot of heated postings here. However this is beside the point : the info about the need to form RA should be spreaded through posters within the property -and you are entitled to do this. Don't get scared by developer-related parties who try to scare you by saying that the thugs can target you for any legitimate activities you undertake to advance the collective interests of the residents.
